| Pecos 4

WISPA/Other Association Meetings, Etc.

10:00 a.m. - 10:30 a.m. | Yellow Rose Ballroom
Welcome Address
Speaker: Rick Harnish, Executive Director
Company: WISPA

10:30 a.m. - 11:45 a.m. | Yellow Rose Ballroom
General Session Opening Keynote Address
Speaker: Scott French, MSSI Vice President, Wireless Mobility Sales North America Government & Commercial Markets
Company: Motorola Solutions
Description: Wireless A-gil-i-ty: Get in Front of What’s Next
The recovery is happening, but in a sporadic way. Some vertical markets and some areas are growing. Instead of waiting for growth to arrive at a business or location, wireless connectivity enables anyone to be agile enough to go where the growth is happening. Businesses are ready to work with service providers to get to where the growth is and get there first with the best service to win the lion's share. Government agencies are financially strapped and welcome cost reduction ideas. When times are tight and opportunities are scarce, the time and cost of deploying wired solutions does not fit. Wireless agility enables any organization to build data, voice and video connectivity in days and be positioned to further expand connectivity as business grows.

12:00 p.m. - 1:15 p.m. | Yellow Rose Ballroom
Luncheon Keynote Address
Speaker: Charlie Ergen, Co-Founder & CEO
Company: Dish Network

1:30 p.m. - 2:30 p.m. | Pecos 1

Topic: Designing and Deploying TV White Space Networks - How it's the same and How it's Different?
Speakers: Jack Unger, President, Ask-Wi.com (Moderator); Neeraj Srivastava, VP of Business Development, Spectrum Bridge; Rick Rotondo, VP of Marketing, xG Technology, Inc.; Mark Gibson, Director of Business Development, ComSearch
Description: Attend this panel to learn how designing and deploying TV White Space networks will be both similar to and different from the broadband networks that you are deploying today. TV White Space frequencies are far lower than any bands currently available to Wisps. Learn how these lower frequency bands and the new FCC regulations will affect your customer base, your choice of antennas and the wireless propagation effects that you will experience.

1:30 p.m. - 2:30 p.m. | Pecos 3
Category: Marketing
Topic: Build Broadband and They Will Come? Not Without Great Marketing!
Speaker: Craig Settles, Founder and President
Company: Successful.com
Description: You cannot talk about broadband transforming communities unless you talk about effective marketing tactics. This session lays down a foundation for creating an effective plan to market your network and the services it offers. Marketing plays a role from the day you announce intentions to build a network until long after you activate service. Attendees will learn: How to use the needs assessment process to craft main marketing messages, The fundamentals of a successful marketing plan, How to put the "you" in broadband marketing, and Effective marketing when competitors jump in.

3:00 p.m. - 4:00 p.m. | Pecos 1

3:00 p.m. - 4:00 p.m. | Pecos 3
Category: Technical
Topic: RF Safety Awareness and Lightning Protection
Speaker: Chris Horne, CTO
Company: LBA Group
Description: Learn how RF energy is an often overlooked environmental factor. To meet its responsibilities under the National Environmental Policy Act of 1969 (NEPA) the FCC established maximum permissible exposure (MPE) levels for humans and requirements for evaluating the environmental impact of RF emissions. What are the MPE levels? How can you demonstrate and document that a site is compliant with the FCC and OSHA requirements? How important are personal RF monitors? Towers and other tall metal structures are perfect targets for lightning strikes. Where is lightning protection needed? Who needs lightning protection? What are the different methods of providing lightning protection? Are grounding systems important?

Tuesday, November 2, 2010

9:00 a.m. - 10:00 a.m. | Pecos 1
Category: Regulatory
Topic: Overview of 700MHz and D-Block Deployment Activity
Speakers: Richard Mirgon, Immediate Past Present of APCO;
Scott Stevens, Founder, Keenwire
Description: To most observers, the aftermath of the 700 MHz block spectrum auctions have been hard to sort out. Verizon and AT&T ended up with the vast majority of 700 MHz spectrum. How are their efforts to use 700 MHz progressing? What are the plans of all the other 700 MHz spectrum holders - what are they doing, or will they do with their blocks of spectrum? What will the fate of the contested "D Block" be? Pure Public Safety? Pure Commercial? The hybrid Commercial / Public Safety approach, at least as proposed by the FCC didn't attract much interest.

9:00 a.m. - 10:00 a.m. | Pecos 3
Category: Technical
Topic: Backhaul Design and Operation
Speakers: Lauriston Hardin, President, Hardin and Associates, (Moderator);
S. Jay Lawrence, CEO, GigaBeam Corp.; Chris Horne, CTO, LBA Group;
Hunter Newby, Founder, Allied Fiber
Description: In this session, panelists will offer insights on delivering acceptable broadband internet speeds over the “last mile” to customers depends on a backhaul system capable of supporting those speeds, avoiding “bottlenecks” in operation, an doing so in a cost-effective manner. Forward-looking solutions such as deploying fiber into rural markets and fixed wireless radio equipment that allows low-cost entry and is scalable as the need for speed increases will provide competition and allow service provider's options to the local telephone company. How can "backhaul bottlenecks" be avoided? Should public stimulus funds be used to enable such solutions?

9:00 a.m. - 10:00 a.m. | Pecos 2
Category: Technical
Topic: Has LTE Won; Where does WiMAX Go From Here?
Speaker: Steve Stroh, Independent Technology Writer, Stroh Publications
Description: How did WiMAX “lose out” to LTE when it had such an early, promising lead? Discussion of some of the missteps in the evolution of WiMAX and the unacknowledged factors in the overwhelming choice of carriers towards LTE. Panel discussion to follow.

10:00 a.m. – 11:00 a.m. | Appaloosa 2

Topic: Bridging The Digital Divide
Speaker: Judith Dumont, Director, Massachusetts Broadband Institute; Don Kent, President, Net Literacy
Description: Bridging the Digital Divide. Governor Deval Patrick signed the Broadband Act into Law in August 2008 creating the Massachusetts Broadband Institute (MBI). The sole mission of the MBI is to "bridge the digital divide" in the State by investing in infrastructure, capturing federal funding, and catalyzing private last-mile investment. This session will provide a roadmap for other states to create an independent organization to take the lead on bringing broadband to the un- and underserved communities. This presentation will also look at the ways other states have created and charged other entities with the mission of Bridging the Digital Divide.

4:15 p.m. - 5:15 p.m. | Pecos 1
Category: Technical
Topic: Designing Your Network
Speaker: Lauriston Hardin, President, Hardin and Associates (Moderator);
Drew Lentz, Sales Engineer, EDX Wireless
Description: Designing a wireless network "on paper" before buying any equipment can be a critical advantage to a wireless service provider. Costly mistakes can be spotted early, deployments can be designed to gradually grow service areas as capital permits, and equipment that will be needed can be specified for maximum cost-effectiveness. While wireless network design tools are universally used in wireless telephony deployments (and are even mandatory for certain types of wireless links), their use hasn't been widely understood by smaller wireless network service providers.

In this session, tips will be provided about how cognitive radio networks can provide reliability, flexibility and stability. Today’s cognitive radio systems allow operators to utilize the free, unlicensed 902-928 MHz ISM band spectrum and an end-to-end IP-based infrastructure to provide carrier-grade reliability and services. Offering the flexibility to deliver either traditional cellular or “citywide cordless” broadband services, cognitive radio networks represent practical, cost-effective solutions for companies seeking to enter the mobile business.
